Astin Frazier and Moses Aguilar Charged in Felony Theft Investigation

At 8:01 PM on March 5, 2024, Anchorage Police responded to Lowes located at 1200 N Muldoon Road regarding two people who were inside the store and shoplifting.  Prior to officers arriving, it was relayed the suspects had moved over to Kohl’s and were stealing from there.  Once on scene, police watched 42-year-old Moses L. Aguilar and 39-year-old Astin P. Frazier exit Kohl’s with stolen goods.  Several commands, to include K9 warnings, were given to the pair.  Moses Aguilar initially started to run but then stopped and complied when he heard the K9 warning.  He was taken into custody without incident.

Astin Frazier refused to comply and ran across the parking lot.  K9 Hank was deployed; he contacted Frazier on her back and took her to the ground which allowed officers to place her into handcuffs.  Frazier was transported to the hospital for treatment of the bite.  Afterwards she was remanded at Hiland Mountain Correctional Center on the charges of Theft II, Theft III, Theft IV, Violate Conditions of Release, and Resisting.

Moses Aguilar was remanded at the Anchorage Correctional Complex on the charge of Theft II.
