At 2:38 AM on December 19, 2021, an APD K9 officer saw a red Chevy truck parked in front of a church located at Oak Drive and Lake Otis Parkway.  The female driver of the truck, later identified as 21-year-old Elizabeth B. M. Reinan, appeared to be doing something to the donation box for the church.  The K9 officer drove around the block and then approached the Chevy from behind.  By that time Reinan had slid over into the passenger seat from the driver’s seat and she was slouched down in what appeared to be an attempt to keep the officer from seeing her as he drove past.  The officer activated his vehicle’s emergency lights and he pulled in front of the Chevy truck.

 As the officer was turning in front of the Chevy, Reinan had moved back over into the driver’s seat.  The K9 officer exited his patrol car and approached the Chevy on its passenger side.  As the officer was speaking with Reinan, he could see the Chevy’s ignition had been drilled out and there were wires hanging from the steering column. The officer collected Reinan’s ID from her, and then went back to his patrol vehicle to conduct a computer check.  Once the officer was back inside his car, Reinan put the Chevy in reverse and began backing up in the parking lot.  The officer followed Reinan in his patrol vehicle.  When Reinan came to a stop, she opened the Chevy door at which time the officer told her multiple times to turn off the truck.  Reinan ignored the instructions and proceeded to back into the street.  There was no other traffic around at the time.

 Reinan backed the truck into a nearby residential driveway; the officer blocked the Chevy in with his patrol vehicle. Reinan hit the gas pedal and struck the patrol car.  She then put the Chevy in reverse, hit the gas pedal once again, and struck an unoccupied vehicle parked on the side of the street before crashing into a snowbank.  The officer adjusted his vehicle and blocked the Chevy in from the front.  Reinan repeatedly drove forward and backward in an attempt to get out of the vehicle pin.  An IDEU officer (Impaired Driving Enforcement Unit) arrived on scene and he assisted by blocking in the Chevy from the back.

 Once the Chevy was pinned by two patrol vehicles, Reinan opened the driver’s door of the Chevy.  The K9 officer exited his vehicle and gave multiple K9 warnings.  Reinan ignored the warnings and fled on foot. K9 Ray was released; he contacted Reinan’s torso.  Reinan went to the ground but continued to physically fight.  K9 Ray was pulled back; it took four officers to put Reinan into cuffs due to her resisting.

 Reinan was transported to a hospital for treatment of the dog bite.  Afterwards, she was remanded at Hiland Correctional on the charges of Resisting, Felony Eluding, and two counts of Criminal Mischief III.

 No officers, to include K9 Ray, were injured.  The Chevy truck was not listed as stolen.
