On 12/4/22, APD responded to P&M Gardens (21144 Eagle River Rd) for the report of a large quantity of stolen mail discarded in a dumpster. Surveillance footage revealed the suspect was a female driving a silver sedan. The discarded mail was recovered and a subsequent search of it revealed numerous citizens were victims of mail theft; many of the items were determined to be holiday cards and holiday packages.

On 12/9/22, APD Officers responded to the area of the Alaska Native Medical Center (ANMC) for a prowler being followed by a citizen. The citizen had observed a female driving a silver sedan stealing mail in the area of Keyann Court and followed her to ANMC. The citizen recorded the female taking mail from mailboxes and provided the video to Officers. Officers contacted the female and identified her as 41-year-old Jacqueline Brewer. Brewer initially provided false information to the Officers by using a stolen ID card. Officers observed Amazon packages and other suspected stolen mail inside Brewer’s vehicle. Brewer and her vehicle matched the video from P&M Gardens. Brewer was interviewed by APD Detectives.

The APD Financial Crimes Unit, in conjunction with the Postal Inspection Service, took over the case. During the investigation, it was determined Brewer was responsible for stealing mail from over 80 residents of the Chugiak, Peters Creek, and Eagle River area.  Brewer was also responsible for stealing mail from 10 residents in Anchorage.

On 12/29/22 an arrest warrant was issued for Brewer for the charges of Scheme to Defraud and Theft in the Second Degree. Brewer is 5’02” tall, 115 pounds with brown hair and blue eyes. APD would also like to thank the citizens who reported these incidents and provided Officers valuable evidence that led directly to the apprehension of Brewer. All the recovered mail was returned to the United States Postal Service to be put back into circulation.
