Fatal Vehicle Versus Pedestrian Investigation Near E 11th and Karluk
Update on 4/9/24:
The victim has been identified as 32-year-old Phillip Lupie. Next-of-kin notification procedures have been completed.
Update at 7:40 AM on 4/8/24:
Mid-shift patrol officers located the suspect vehicle outside a residence on the 900-block of E 10th Avenue. After interviewing the occupants of the home, it was determined 19-year-old Josiah Martinez had been driving at the time of the collision. Martinez was remanded at the Anchorage Jail on the charges of Leaving the Scene of a Crash and Failure to Render Aid. He was also cited for Driving without a Valid License.
The investigation is ongoing; more charges may be forthcoming.

At 11:07 PM on April 7, 2024, Anchorage Police responded to the 1000-block of E 11th Avenue regarding a vehicle versus pedestrian hit-and-run collision. Initial indications are that a red Subaru was being driven westbound on E 11th when it struck an adult male in the roadway. The vehicle’s driver did not stop.
The victim was transported to a hospital where he was declared deceased shortly thereafter.
