Kevin Felber charged for Assault and DUI

At 7:52 PM on October 2, 2022, Anchorage Police Dispatch began receiving calls from citizens reporting a reckless driver in the parking lot of Holiday Gas located at 1500 E 5th Avenue.  One caller reported the suspect driver had almost struck a pedestrian.  As officers were responding to the area, it was reported the suspect vehicle was last seen being driven the wrong way down E 5th Avenue. 

At 7:57 PM a citizen called APD Dispatch to report a male driving an SUV had stopped in front of the citizen’s home on the 2000-block of E 4th Avenue.  The male driver asked the homeowner for cigarettes, and then became irate when the homeowner didn’t have any.  The citizen stated that when the suspect drove away, the suspect almost hit the American Tire building at 1949 E 5th Avenue (the suspect was later determined to be the same person from Holiday).  Shortly thereafter, APD Dispatch received a call about a physical disturbance at Cannabliss located at 2001 E 5th Avenue.  The subject causing the problem had arrived in an SUV; both the suspect driver and the suspect vehicle matched the descriptions from Holiday.

When police arrived at Cannabliss at 8:05 PM they saw 31-year-old Kevin J. Felber standing outside a 1999 black Mercury Mountaineer; Felber was engaged in a verbal argument with other individuals.  Officers detained Felber and noticed an odor of alcohol coming from Felber’s person while they did so.  After conducting Standardized Field Sobriety Tests (SFSTs) the decision was made to charge Felber with Driving under the Influence.

Felber was transported to the Anchorage Jail for further processing.  Once there, the transporting officer requested backup due to Felber’s behavior. Felber was uncooperative; he was aggressive and repeatedly made threats to harm the officers.  A search warrant to collect Felber’s blood was obtained after Felber refused to provide a breath sample.  Felber was combative and had to be held down while the phlebotomist drew the blood.  Ultimately Kevin Felber was remanded at the jail on the charges of Reckless Endangerment, Driving While License Revoked, Refusal, Assault III, and DUI.

While some officers were handling Felber at the jail and the scene at Cannabliss, other officers contacted multiple people at Holiday to include an employee whom Felber had threatened to strike with his vehicle.  As the employee had walked in front of Felber’s SUV, Felber pulled forward and then slammed on his brakes just in time to avoid striking the employee.  Felber’s actions put the employee in fear of immediate physical harm.  It was also determined that Felber had driven erratically through the parking lot while screaming profanities at other customers.  Once Felber left Holiday, he confronted the homeowner on E 4th Avenue, and then ultimately parked in front of Cannabliss.  At least one witness at Cannabliss stated that due to how fast and recklessly Felber entered the parking lot, she was concerned Felber was going to strike the building with his SUV.

Anchorage Police are grateful to all the people who called in to report Felber’s dangerous driving behavior and for the excellent witness statements they provided.  No injuries or property damage was reported.
