Three crimes were solved during a vehicle theft investigation; Jaylene Ballot and Silas Ross were charged.

At 3:22 AM on December 18, 2021, a K9 officer initiated a traffic stop on a Subaru Outback at W 32nd Avenue and A Street; the Subaru was being driven without its headlights on. The officer activated his patrol vehicle’s emergency lights and siren.  The driver of the Subaru did not yield but drove slowly for about a block.  The driver then accelerated quickly and blew through the red stoplight at 32nd and C Street.  At that point the officer discontinued the pursuit.

At 3:10 AM on January 8, 2022, Anchorage Police responded to a hotel on the 300-block of W 8th Avenue regarding a disturbance.  Officers contacted one of the parties involved who stated a Ford Bronco had been stolen from the parking lot.  The complainant stated the vehicle was not his, but he had been given permission from the vehicle’s owner to use it.  The complainant was informed that APD could only list the vehicle as stolen after speaking with the Ford’s registered owner.

At 12:45 AM on January 11, 2022, Anchorage Police responded to a business parking lot on the 4100-block of Debarr Road regarding a stolen vehicle.  The unoccupied 1989 white GMC pickup was running with the keys in the ignition when it was taken.  Through the investigation it was determined that at least two people arrived in the lot in a dark green Ford Bronco.  One of the people exited the Ford, got into the GMC, and then both the GMC and Ford were driven from the area.

A few hours later, at 4:26 AM, a citizen called APD Dispatch to report suspicious activity outside an apartment complex on the 4000-block of San Roberto Avenue.  The caller gave several different vehicle descriptions, and then mentioned he thought he heard glass breaking.  Among the vehicles the caller described were a green Bronco and a white pickup.

Upon arrival officers saw the GMC truck that had been stolen a few hours prior.  The GMC was parked nose-to-nose with a silver Denali.  The Denali’s hood was up, there were tools lying on the ground, and an adult male was standing outside the truck.  The stolen GMC had a broken window and a siphon hose coming out of the gas tank. Officers conducted a felony stop and gave the adult male commands.  The man was compliant and taken into custody. 

A blue Subaru was parked next to the stolen GMC and the Denali.  While officers were in the process of making sure no one was inside any of those three vehicles, they saw a second adult male hiding behind the Denali.  Officers gave the second male commands and subsequently took him into custody without incident.  That person was later identified as 25-year-old Silas S. Ross.

While the activity was happening with those three vehicles, other on-scene officers noticed a Ford Bronco parked nearby that appeared to be occupied.  Officers believed the Bronco was the same one involved in the theft of the GMC. Officers gave commands to the person inside the Bronco.  Officers could see the person moving around inside the vehicle, but no response was received, and it was difficult for police to tell exactly what was happening due to the Bronco’s heavily tinted windows.  Officers spent several minutes attempting to negotiate with the individual to no avail.  After multiple warnings were given, Pepperball was deployed into the Bronco.  Eventually the adult female exited the Bronco and was taken into custody.  Medics arrived and examined 20-year-old Jaylene A. Ballot for her Pepperball exposure. 

Jaylene Ballot, Silas Ross, and the first adult male were all transported to the Anchorage Police Department for questioning by police.  Through the investigation it was determined that the first adult male was not involved in the vehicle thefts and he was released without being charged. 

Detectives were able to establish that the Ford Bronco Jaylene had been barricading herself in was the one stolen from the hotel parking lot on January 8th.  Jaylene Ballot was ultimately remanded at Hiland Correctional on two counts of Vehicle Theft I.

Detectives learned that Silas Ross had been the person responsible for eluding the K9 officer last December.  The Subaru Ross had been driving when he eluded the officer was the same Subaru found parked outside the apartment complex on San Roberto. Ross was remanded at the Anchorage Jail on two counts of Vehicle Theft I and one count of Eluding.
