Homicide; 300-block Irwin Street

Update on 9/4/24:

Yesterday, an Anchorage jury convicted 30-year-old David Dumpson of Murder in the First Degree, Murder in the Second Degree, Attempted Murder, and Assault in the First Degree for the murder of 19-year-old Andrew Alston and attempted murder of 25-year-old Luis Ross-Rivera on May 24, 2020. Anchorage Superior Court Judge Peter Ramgren presided over the trial.

At trial, the evidence showed that Dumpson and Alston were neighbors. Alston’s friend’s dog scratched Dumpson’s wife’s hand earlier in the day. Police responded to that incident. Dumpson was angry at his neighbors and proceeded to yell homophobic slurs at them. The parties went their separate ways, and Dumpson procured a firearm from an acquaintance. As Alston and Ross-Rivera were returning home later in the evening, Dumpson again called them derogatory names. Dumpson and Ross-Rivera got into a physical altercation, and Dumpson shot Ross-Rivera in the head. As Alston was tending to Ross-Rivera, Dumpson shot Alston three times, walked away, and came back to shoot Alston in the head. 

Sentencing is scheduled for Jan. 7, 2025. Judge Ramgren may sentence Dumpson to a term of imprisonment of no less than 30 years and no more than 99 years for the murder of Alston and no less than 5 years and no more than 99 years for the attempted murder of Ross-Rivera.

This case was prosecuted by Anchorage Assistant District Attorneys Luba Bartnitskaia and Ashley McGraw. The Anchorage Police Department’s Homicide Unit conducted the investigation.

Update 5/26/20:
Next of kin procedures are complete. The victim has been identified as Andrew Alston (19 years old).

UPDATE 5/24/20 1:55 PM:
The suspect has been identified as 26-year-old David Dumpson.

After an Officer with the Impaired Driving Enforcement Unit (IDEU) came into contact with the suspect vehicle in the area of 5th Avenue and I Street, the suspect was detained for questioning. At the time, there were four juveniles in the vehicle who were safely turned over to the care of a family member.

After being questioned by detectives, David Dumpson was arrested and remanded at the Anchorage Jail on multiple charges including Murder I, Murder II, Attempted Murder, and Assault I.

The identity of the victim will be released pending next-of-kin procedures.

Original 5/24/20 2:37 AM:
At 1:11 AM on May 24, 2020, Mid-Shift Officers with the Patrol Division and medics responded to a residence on the 300-block of Irwin Street in reference to a shooting.

The preliminary investigation found that there was an altercation amongst a group of adults inside the residence that turned physically violent; at one point, shots were fired. All the adults are acquainted with one another. After the shooting, the male suspect fled the scene accompanied by a female. One adult male victim was declared deceased at the scene as a result of a gunshot wound to the upper body. Another male was transported by medics to the hospital with life-threatening injuries as a result of a gunshot wound to the upper body. One female victim was evaluated by medics for non-life threatening, non-gunshot related injuries.

While the motive is still under investigation, Officers have cause to believe this is an isolated event. Homicide Detectives have responded to the scene to further investigate.

During the course of the investigation, an Officer with the Impaired Driving Enforcement Unit (IDEU) came into contact with the suspect vehicle on 5th Avenue. The male suspect driver and the female passenger have been detained without incident and are being questioned by detectives.

No other persons of interest are being sought at this time. There are no road closures.
