Joshua Philby charged after multiple hit-and-run collisions
At 11:29 AM on September 21, 2022, Anchorage Police responded to W 31st Avenue and Eide Street regarding a hit-and-run. Initial indications are that 25-year-old Joshua T. Philby was driving a 2018 black Dodge Charger when he drove through a fence and struck a deck attached to a residence on the 3100-block of Dawson Street. Philby continued driving and struck four vehicles parked on the 3100-block of Eide Street. After the collisions, Philby parked the Charger on the same block as the vehicles he had just struck. Witnesses saw Philby and his passenger exit the Charger, go into a nearby residence, and then return to the Charger while wearing additional articles of clothing they did not have on originally. When Philby and his passenger returned to their vehicle, they were contacted by officers.
Upon observing signs of impairment, officers conducted Standardized Field Sobriety Tests (SFSTs). Afterwards the decision was made to charge Philby with Driving under the Influence. Philby was transported to the Anchorage Jail for further processing; he provided a breath sample showing his breath alcohol content was more than one and a half times the legal limit. Philby was remanded on the charges of Assault III, five counts of Leaving the Scene of an Accident, and DUI.
The four parked vehicles struck by Philby’s Dodge Charger included a gray 2007 Honda CRV (occupied by an adult male), an unoccupied gray 2019 Dodge Journey, an unoccupied black 2009 Ford Escape, and an unoccupied silver 2012 Ford Fiesta. The Honda’s occupant was not injured.
The wooden deck Philby struck was ripped completely off the home it had been attached to. The homeowners were home at the time of the collision. They were not hurt. When Philby drove away after striking the fence and deck, one of the deck beams was lodged in the windshield of Philby’s Charger. The beam became dislodged near the intersection of W 32nd and Eide.
Officers contacted a female who had been walking down Eide Street when she saw the Charger being driven directly towards her, swerving on the roadway, and not stopping. The pedestrian had to quickly get out of the path of the Dodge; she took cover at a nearby parking structure as Philby drove past her. She was not injured.
Anchorage Police are grateful to the multiple witnesses who stayed at the scene, confirmed the identity of Philby and his passenger, and provided police with statements to include video of Philby’s driving behavior.
Philby’s passenger was not charged. Neither Philby nor the passenger were injured.
