Michael Haynes arrested by K9 Midas during a stolen vehicle investigation.

At 8:23 AM on January 16, 2022, a 2004 green Honda Civic was reported as stolen to APD. The unoccupied vehicle was parked outside of a business on the 4300-block of Diplomacy Drive when it was taken.  The Honda was running with the keys inside.

At 3:11 PM on January 17, 2022, Anchorage Police responded to a residence on the 3200-block of Penland Parkway.  It was reported that 39-year-old Michael A. Haynes was sitting outside in a vehicle; Haynes was not welcome to be at the home. The caller provided APD Dispatch with the license plate of the vehicle Haynes was in.  A computer check revealed it was the vehicle that had been reported as stolen the day before.

Upon arrival, officers located Haynes sitting in the driver’s seat of the stolen Honda.  Officers used their patrol vehicles to block in the Honda.  Haynes was given commands to exit the vehicle which Haynes did not comply with.  Officers spent the next several minutes verbally communicating with Haynes.  While Haynes did eventually throw the vehicle keys outside the car, he refused to comply and stated that force would need to be used to get him out.  Haynes began to empty several items out of his pockets and place them on the dash.  One of those items was a pocketknife.

A CIT-trained officer responded (Crisis Intervention Team), and she began a dialogue with Haynes.  When it was clear that over an hour’s worth of negotiations were not going to yield any results, and after multiple less-lethal warnings were given, officers broke out the Honda’s windows and deployed Pepperball inside the vehicle.  Haynes still refused to exit.  Officers gave many more commands to include K9 warnings.  K9 Midas was deployed; Midas contacted Haynes’ arm.  The officers were able to get Haynes, who was still uncooperative, out of the vehicle and into handcuffs.

Haynes was transported to the hospital for treatment of Pepperball exposure and the dog bite.  Afterwards he was remanded at the Anchorage Jail on the charges of Vehicle Theft I, Theft II, and Resisting.

No officers, to include K9 Midas, were injured.
